SAWMPO staff is processing an amendment to the FY27 Unified Planning Work Program (UPWP) for September 2026. The amendment will be posted from September 8 through September 15. Staff will present the amendment and request Policy Board approval at the September 16 Board meeting.
UPWP Overview
The UPWP is the MPO’s annual budget and work plan. The document identifies the annual MPO transportation planning tasks and the federal, state, and local funding that supports each task. UPWP Amendment
The FY27 UPWP budget amendment makes two changes:
- Carryover Adjustment
UPWP budgets are built on projected carryover revenue. Following close-out of the prior fiscal year, staff confirmed the actual carryover of Section 5303 transit planning funds is $78,608, rather than the $75,000 originally projected, which is an increase of $3,608 in transit planning revenue. Overall, the FY27 UPWP budget has increased from $538,354 to $541,962
- Task Reallocation
Staff are reallocating $20,000 in Section 5303 Transit Planning funds from the Short-Range Planning task to the Transit Planning task to fund consultant support for the BRITE Transit Development Plan (TDP) update. The TDP update deadline has been moved up to June 30, 2028 (from December 31, 2028), and the funding originally budgeted for transit planning is not sufficient to cover the accelerated scope of work needed in FY27. As a result, the following task budgets have changed:
- Short-Range Transportation Planning: $190,000 to $170,000 (-$20,000)
- Transit Planning: $66,000 to $89,608 (+$23,608)
- All other program areas are unchanged.
