The VTrans 2019 Mid-term Needs are now available for review after the Commonwealth Transportation Board (CTB) approved the Mid-term Needs on January 15, 2020. The Mid-term Needs are a part of VTrans, the state’s transportation plan, and are developed by the Office of Intermodal Planning and Investment (OIPI) to identify existing and future transportation issues over a 7 – 10 year period.

The needs also serve as important criteria for projects applying for SMART SCALE funding – a State grant funding program focused on addressing the most critical transportation needs in Virginia. 

VTrans is the Commonwealth’s state-wide transportation plan and identifies the vision and goals, investment priorities, and implementation strategies for transportation projects and programs. VTrans Mid-term Needs are a companion to the long-range element of VTrans, and provide direction toward achieving the plan’s overarching vision and goals.
