Short Range Planning
Short range planning activities for the MPO include maintenance of the Transportation Improvement Program (TIP), and small area or corridor studies to advance projects to the project application and programming stage. The TIP is a four-year program of highway, transit, bicycle, pedestrian, safety, and enhancement projects receiving federal, state, and local funds. The TIP must be approved by the SAWMPO Policy Board and the Governor of Virginia and is required as a condition for all federal funding assistance for transportation improvements within the MPO.
Transportation Improvement Plan (TIP)
The SAWMPO works with the Virginia Department of Transportation (VDOT) to approve the Highway portion of the TIP and the Department of Rail and Public Transportation (DRPT) to approve the Transit portion of the TIP. The TIP is updated every four years and can be amended to reflect changes in funding or project needs.
Current Highway and Transit TIP
The TIP includes explanatory language about its relationship to other MPO and state planning documents and combines highway and transit programming information. The TIP is intended to be more accessible to the general reader, in addition to meeting Federal requirements. Appendices A and B include Amendments and Administrative Modifications for the Highway and Transit TIPs respectively. Appendix C contains a User’s Guide.
The Fiscal Years (FY) 2024-2027 TIP includes the required MAP-21 and FAST Act legislation’s Performance-Based Planning and Programming documentation regarding measurement targets for Safety Performance (Appendix D), Highway System Performance (Appendix E), Pavement and Bridge Condition (Appendix F), Transit Asset Management (Appendix G), and Public Transportation Agency Safety Plan (PTASP) Performance (Appendix H). We will add additional performance measurement targets to the TIP as the Commonwealth Transportation Board (CTB) sets them and the SAWMPO Policy Board concurs, or sets its own.
The SAWMPO Policy Board approved the FY 24-27 TIP on June 7, 2023, and it will go into effect at the start of the Federal Fiscal Year 2024 on October 1, 2023.
Note: The Staunton Department of Public Transportation uses the Transportation Improvement Program (TIP) development process of the Staunton Augusta Waynesboro Metropolitan Planning Organization to satisfy the public hearing requirements of 49 U.S.C. Section 5307(b). The TIP public notice of public involvement activities and time established for public review and comment on the TIP satisfies the program-of-project requirements of the Urbanized Area Formula Program.

The SAWMPO Small Area Study (SAS) Program identifies regional transportation issues and develops fundable solutions to advance the goals of the MPO’s Long Range Transportation Plan (LRTP) and local Comprehensive and Economic Development Plans.
